the extra license is for hep.aida.*. One of the authors is Wolfgang 
Hoschek. hep/aida/* contain a statement that Wolfgang Hoschek is the 
copyright holder. So from my point of view the anti-military-license is 
valid for all files hep/*
So Files-Excluded: is the way to go ...
