[Debian-med-packaging] Unit tests of R BatchJobs

Actually we should do it the other way around: if the env var is _not_
present we should stay in tempdir() (we already have something like
this for CRAN checks). We would only need to update makeTestRegistry
in tests/testthat/helper.R.
