[Debian-med-packaging] Bug#740512: please remove python-elixir and python-sqlalchemy from Depends

Hi,

I plan to remove python-elixir from Debian (if not in Jessie then in
Jessie+1) so I checked reverse dependencies and it looks like dicompyler
doesn't use it. It doesn't use python-sqlalchemy as well, so please
remove both from Depends.
