[Debian-med-packaging] Bug#748709: genometools: build-depend on docbook-xsl to fix FTBFS while offline

Dear Maintainer,

Ubuntu's buildds don't have access to the Internet, so they fail to build this
package (with an error with xsltproc) without a build dependency on docbook-
xsl.

In Ubuntu, the attached patch was applied to achieve the following:

  * Build-depend on docbook-xsl to fix FTBFS while offline.
