If you look at the full list of bugs usertagged as qa-doublebuild, the 
vast majority has indeed severity important:
https://bugs.debian.org/cgi-bin/pkgreport.cgi?users=debian-qa@lists.debian.org&tag=qa-doublebuild

I've been filing such bugs with severity:important at least since 2010, 
and so far (IIRC) nobody complained. :-)
