[Debian-med-packaging] Bug#760236: Freemedforms-libs obsolete depends/build-depends on libquazip0/libquazip0-dev

freemedforms-libs depends on libquazip0 which is no longer built by the 
libquazip source package. Furthermore the source package 
freemedforms-project build-depends on libquazip0-dev which is also no 
longer built by the libquazip source package.

The attatched patch fixes the build-dependency to libquazip-dev. The 
binary dependency is autogenerated and so follows automatically.

I have successfully built the modified package in a non-minimal raspbian 
jessie-staging environment (and uploaded it to raspbian), I have not 
tested it beyond that.

Debdiff attatched, no intent to NMU in debian.
