The only thing I can say is that the builde failed in 4.7-1 (and keeps
on failing) if you do not add this Build-Dependency explicitly.  I agree
that from a maintenance point of view an implicite dependency but as
long as libinsighttoolkit4-dev only
   Recommends: libfftw3-dev
this does not work and I think the explicite dependency is no real
problem here.
