[Debian-med-packaging] Limited commit emails to 15 by default.

Hello everybody,

I just added “git config multimailhook.maxCommitEmails 15” to our
“setup-repository” script.

This will prevent from accidentally sending hundreds of emails for upstream
commits when tracking the upstream Git repository.

Please let me know if you would like to revert this or change the number.
