We can not run tests that need online connection at build time (I needed
to exclude these in other packages as well).  The only thing that we can
positively say is that any test that needs an online connection will
definitely fail and we simply don't know if it affects a runtime
application.  However, I can't see any reason why any application that
has a wroking online connection should fail.

The same is valid for the missing Xserver even if there might be the
chance to fake a running X server at build time.  If you would like to
spend your time to find this out debian-mentors might help.  My
preference would be to fix the RC bug as soon as possible and simply
assume that the software works perfectly even if we do not run two
specific tests.  You are free to run the test suite manually on your
local machine if in doubt.
