[Debian-med-packaging] Bug#794729: libdivsufsort-dev: missing dependency on libdivsufsort3

libdivsufsort-dev should depend on libdivsufsort3 to ensure that
libdivsufsort.so won't dangle.

  $ ls -l /usr/lib/libdivsufsort.*
  lrwxrwxrwx 1 root root 22 Jul 28 10:59 /usr/lib/libdivsufsort.so -> libdivsufsort.so.3.0.1
  $ ls -lL /usr/lib/libdivsufsort.so 
  ls: cannot access /usr/lib/libdivsufsort.so: No such file or directory

Could you please fix that?  While you're at it, you might also
consider changing libdivsufsort3's section from science to libs,
since it's not of direct end-user interest.
