[Debian-med-packaging] RFS: pbalign (jessie-backports)

Hello,
I've prepared a backport for pbalign. pbalign recommends
python-pbh5tools, which is why I needed that one uploaded first (Thanks
for doing that one, Andreas).

The backport is in the pbalign.git repository's debian/jessie-backports
branch.
