[Debian-med-packaging] Sponsorship of libzstd

Hi all,

I think my packaging of libzstd [1] (ITP @ [2]) is ready for review and upload.
There was a weird issue where I had to include Section: libs under the binary
lib package stanza in d/control to get the package to build. Is that normal?
Other packages I've seen have it only under the source package stanza (which is
inherited by the binary pkgs, right?).
