[Debian-med-packaging] Bug#809452: python3-hyphy: Support to build for all python3 versions incomplete

While reviewing packages in preparation for making python3.5 default [1], I
reviewed your package and did not quite manage to build support for all
python3 versions.  As a result, once the default is switched to python3.5 it
will be unusable until it's updated.
