[Debian-med-packaging] Bug#809489: gubbins: Package should not build-dep on python3-all-dev (complicates python3 transition)

While reviewing packages in preparation for making python3.5 default [1], I
reviewed your package and did not find any architecture specific content that
would require the package to build-dep on python3-all-dev (which also means it
would need to be rebuilt for the transition).  While there is arch any
content, none of it seems to be python related.

Changing python3-all-dev to python3 (python3-all in not needed) is
sufficiently trivial that I'm not providing a patch.
