[Debian-med-packaging] Bug#776090: Bug#776090: please package 4.7 for experimental

Hi, 

I started with the package. I hope some day next week it will be ready
for upload. 

I'd change the vtk dependency to vtk6, because itksnap already requires
this and will link both packages, and I'd add ITK_WRAP_unsigned_long
because some filters require it for the python bindings.
