[Debian-med-packaging] Bug#792510: blast_formatter: need internet access even if run locally

I am not sure I have done what you asked correctly. I am not very familiar
with environnement variables. I just run

$ export NCBI_CONFIG__GENBANK__PREOPEN=no

without rebooting, and it did not change anything.
