[Debian-med-packaging] Bug#788642: gbrowse: missing build dependency on libmodule-build-perl

This package uses Module::Build (Build.PL) for building, but lacks a
build dependency on libmodule-build-perl. This used to work because
Module::Build was also in the perl/perl-modules package, but it's being
removed now. From the build log:

 Module::Build will be removed from the Perl core distribution in the next major release. Please install the separate libmodule-build-perl package. It is being used at /usr/share/perl/5.20/base.pm, line 97.

With Perl 5.22 (currently in experimental), this package will start to
FTBFS if not updated. Please add libmodule-build-perl to the Build-Depends
list.
