[Debian-med-packaging] Making pyscanfcs dependant astropy-utils [Was: pyscanfcs is marked for autoremoval from testing]

Hi Alex,

when reading #782817 I wonder whether it is a good idea to depend from a
deprecated Python module that might be removed from Debian.  Can you
please check whether some migration to astropy could be done or join the
discussion around bug #782817?
