In the latest upstream releases, configure.ac will automatically
disable sse4.2, avx and avx2 if you disable sse4.1, so the line with
EXTRA_CONFIGURE_ARGS only needs to read:

EXTRA_CONFIGURE_ARGS += --enable-sse4.1=no
