[Debian-med-packaging] Bug#804569: dicomscope: build-depends on libdcmtk2-dev which is no longer built

Uploaded everything to svn, it builds and the dependency was changed to
libdcmtk-dev. 

If you give me upload rights then I will proper checking and uploading
tomorrow.
