[Debian-med-packaging] New snakemake version pushed

Hi all,

The upstream of snakemake has moved their repository on bitbucket. I've fixed
links, documentation and the d/watch file and pushed this. I'm not sure if such
a changes is worth a new Debian version, but I've prepared one anyway. Note
that upstream hasn't released a new version, this is purely a change in the
packaging configs.
