[Debian-med-packaging] Bug#804575: insighttoolkit4: build-depends on libdcmtk2-dev which is no longer built

I see.  But you were the one who filed #805718 "... so that binNMUs can be 
scheduled without having to wait for every rdep to switch the build dependency 
from libdcmtk2-dev to libdcmtk-dev".

So I'm confused.   I would presume if you wanted to file the binNMUs, we could 
have the old libdcmtk2-dev packages removed from unstable.

At any rate, the ITK dependencies will be updated soon.  Gert indicated he's 
only waiting for the newest gdcm upload to be released from NEW.
