[Debian-med-packaging] Sponsoring the new axe-demultiplexer package

Hi all,

I've prepared the new release of axe-demultiplexer. This fixes several bugs and
issues. It also makes a backwards incompatible change to the name of the axe
binary. What is the procedure for making a cautionary note appear upon apt
update, so that users are notified of such a change? I think it would be
worthwhile in this case.

Aside from that, the packaging is ready for review and upload.
