[Debian-med-packaging] Seqan moved from svn to Git

FYI: Version 2.0.1 is slated for a Oct 6 release according to their
milestone page: https://github.com/seqan/seqan/milestones

Hopefully that will fix a lot of the problems we and others have had in
attempting to upgrade to seqan 2.0 from 1.4.x
