[Debian-med-packaging] RFS: backport of samtools 1.2 to jessie (NEW)

Hi, all,
Could someone sponsor the backport of the samtools package to jessie?

It requires the htslib version that is currently in backports as a
build-dependency (so the builder needs to have jessie-backports on
sources.list), but I've verified that it works.
