[Debian-med-packaging] RFS: python-pysam (jessie-backports NEW)

Hello,
I have prepared a backport for python-pysam in its repository's
debian/jessie-backports branch. It simply required adding some version
constraints in the build-depends. I have also made those changes to take
effect for the next release to unstable since they won't do any harm there.

Can someone please upload to jessie-backports?
