[Debian-med-packaging] Bug#793885: Fixes Pending

To update my progress: the packaging vcs [1] (slightly reorganized) has new 
upstream development branch code that builds properly with the new NetCDF.  I 
am awaiting a new upstream release (in the coming week) to set the proper 
version for minc-tools.
