[Debian-med-packaging] License of CRAN stringi

Hi Marek,

I intend to package stringi for Debian since it is a dependency to
upgrade r-cran-stringr which was packaged by the Debian Med team.
Unfortunately the LICENSE file does not specify any license for the
stringi R and C++ code itself but only for the external libraries.

Could you please add a license besides your copyright statement?
