Thank you for noticing the problem. I reckon it is safe to ignore as some 
time ago we already asked upstream about it and they've assured us of their 
intentions to remove additional restrictions:

    "It's a errata from the ancient times. We do not (and won't) intend to
     include any additional clause to the LGPL v3 to the Ginkgo CADx source
     code. We will remove that in next software releases." [1]

I thought all those additional clauses was already removed but apparently 
this one was overlooked...

Unfortunately "ginkgocadx" is abandoned upstream and no longer usable (in its 
current state). I think it would be best to request its removal from 
"unstable"...
