Hi,

Your -dev package went from libdcmtk2-dev to libdcmtk4-dev. That makes
transitions too painful as every reverse dependency needs a sourceful upload to
change the build dependency, instead of the release team just scheduling binNMUs
as is normally done.

Please rename the -dev package to libdcmtk-dev now while this transition hasn't
started yet, so that we can avoid this situation the next time the SONAME
changes. And please take care of filing bugs / making uploads for the rdeps.

Let me know if I missed anything and there's a reason for the versioned -dev pkg
(though AFAICS it makes no sense in this package).
