Control: retitle -1 php5-gdcm php5-vtkgdcm --ROM;doesn't support PHP7.0

gdcm provides more than just the php5 packages. With the next upload
that will probably happen today or tomorrow I will disable php support,
so that these packages are no longer build. 

The problem is that swig doesn't yet support php 7.0 [1], which makes
me wonder whether it would be better to wait for swig instead of
pushing for this change now ...
