[Debian-med-packaging] Bug#816607: libcharls1: void EncoderStrategy::AppendToBitStream(LONG, LONG): Assertion `bitpos >=0' failed

Hi Sjors,

thanks for the bug report and sorry for the slow response.  Formerly
Mathieu Malaterre maintained this package but he left the Debian Med
team and left a gap behind.  I'd willing to help to some extend but it
would be really great if you could try to send a patch or at least point
me to the upstream commit to keep my effort for this particular package
low since I'm uneducated in the field of imaging.
