[Debian-med-packaging] Packaging RcppGSL for Debian

Hi Dirk,

I intend to package mapDamage[1] (packaging stuff in Git[2]) as an
interesting target for Debian Med in itself and a precondition for
another target of Debian Med.  MapDamage is using RcppGSL and I'd
happily package this inside either Debian Med or Debian Science Git (at
your preference) but wanted to contact you first whether you prefer to
do this yourself since you are the CRAN maintainer of this package.
