[Debian-med-packaging] Bug#833451: ncbi-blast+: FTBFS with Boost 1.61

A closer look indicates that it should be possible to address the
immediate problem by simply pulling in an existing upstream fix that
missed the 2.4.0 release branch because it accidentally didn't go in
with the other Boost 1.59+ compatibility fixes:

It will probably also be necessary to take the formal cleanups in

for the patch to be able to apply cleanly.  I'll double check that there
aren't further complications, since I'd previously only tested with
versions up through 1.60.
