[Debian-med-packaging] sga 0.1.15

Hi, all,

I did some work towards the next release of the package. It looks like
it added a couple new executables, which get flagged by lintian for
missing manpages. I'm probably not going to have a chance to finish this
anytime soon, and I was only working on it because the package is stuck
in unstable again. Before requesting removal of the uninstallable
binaries that are holding it back, I thought the latest upstream release
should be packaged first.
