[Debian-med-packaging] Bug#846481: src:treeviewx: Please remove statically linked code copy of libncl

Hi,

treeviewx seems to be unmaintained upstream but according to popcon
widely used.  It contains a code copy of libncl version 2.0 which is
statically linked in the build process.  Debian has a packaged version
of libncl 2.1.18 which should be dynamically linked instead and the old
code copy should be removed from the source tarball.
