[Debian-med-packaging] Bug#846557: src:ugene: New version available

Hi,

Ugene version 1.25.0 is available and it would be nice to have it in
Stretch.  Ugene might require some skills with quilt.  In the long term
it would be great to get the package in main by separating code copies
and checking licenses.
