[Debian-med-packaging] python-skbio either needs to re-enable i386 or RM i386

Restrict arch to help testing transition

This actually blocks testing transition right now due to the outdated 
i386 binary.

There are two options for getting python-skbio into stretch:

1. If it builds on i386, revert the control change

OR

2. file an "RM: python-skbio [i386]" bug against ftp.debian.org
   to get rid of the old package
