[Debian-med-packaging] Bug#845982: Please clarify several issues with cwltool

Hi Michael,

so what is your prefered way to fix #845982?  Fixing it in an old
version that has not split cwltest code yet?  If so which version would
you consider the best candidate for Stretch?
