[Debian-med-packaging] Bug#847013: Python3 bindings should be provided via separate source package from PyPi

Hi,

I've spent some time to get Python3 support working also with the new
version of libsbml 5.13.0 but failed.  However, there is a project at
PyPi[1] which can be packaged using the well known setup.py build system
that can be separately packaged instead.
