[Debian-med-packaging] Bug#848541: src:blasr: build with pbbam

I can't find a link for this right now, but I understand that the
`--sam` option to blasr cannot be used unless blasr is compiled
with pbbam.

pbsuite makes use of this `--sam` option, so in order for it to work with
the newer blasr version (#844034), this needs to be resolved.

I've just updated the pbseqlib package so that it is now built with pbbam.
Once that becomes available in unstable, building blasr with pbbam should
work.
