[Debian-med-packaging] Bug#848809: cwltool: FTBFS: help2man: can't get `--help' info from cwltool/cwltest.py

Hi Michael,
I spent some time to work on 845982 and to me it seems cwltool is a
moving target with several new upstream releases. I admit I have no
idea how to cope this. Could you please take over from here and make
sure cwltool will be included in Stretch?
