[Debian-med-packaging] Bug#849186: RM: pbseqlib [i386 armel mipsel] -- ROM; new build-dependency not available

pbseqlib is now built with pbbam, which is not available on 32-bit
architectures. I've also filed for removal of the reverse-dependencies on
these architectures for the same reason (see blocking bugs).
