[Debian-med-packaging] khmer bugfix upload

Hi all,

Michael Crusoe & I found a bug in khmer that prevents installation on systems
without binfmt-misc. This is due to policy non-conformance regarding the
presence of #! within postinst/postrm scripts.

I've prepared a fix and pushed to git. Could somebody please upload?
