[Debian-med-packaging] Bug#813845: libzstd-dev: Please ship .pc file

Hi,

Please ship upstream's .pc file in libzstd-dev.  This will allow
pkg-config and PKG_CHECK_MODULES users to find the library easily.  The
attached patch fixes this.
