[Debian-med-packaging] Please give back samtools_1.3-1 on armel and mipsel

Hi,

please give back samtools 1.3-1 on armel and mipsel. Previous builds on these archs were failing due to problematic tests that are — according to upstream — now likely fixed in a new version of a dependency.
