[Debian-med-packaging] RFS: python-pbh5tools (new binary package)

Hi, all,
I've created a new revision of the python-pbh5tools package that fixes
the RC bug #814210.

At the same time, I added a new package "pbh5tools" split from
python-pbh5tools to contain the command-line utilities since those are
of primary interest to users. The package therefore has to pass the NEW
queue again and I need sponsorship. Could someone please upload?
