[Debian-med-packaging] RFS: qsopt-ex for jessie-backports

Hello, all,
I've prepared a backport for qsopt-ex in its debian/jessie-backports 
branch. This package can be said to enhance python-cobra, so it would be 
very nice to get it in jessie-backports. Could someone please sponsor 
the upload to backports-NEW?
