When DCMTK provides *.cmake files to enable its detection and use, ITK relies
on these, but creates a ITKDCMTK module that is unable to find the DCMTK file.
The current workaround is to remove the *.cmake files from libdcmtk-dev.
The best solution would be to not expose DCMTK at all, since it is not really
needed for compiling or linking (ITK doesn't expose its interface).
