[Debian-med-packaging] RFS: kmer-tools for jessie-backports

Sponsored upload done.  Unfortunately I failed to inject the full changelog
even if I used
    --debbuildopts -v0~20150903+r2013-1
I gave up after three trials.  So I decided it is not important enough to
spend more time into it.
